allocations.php3 behaviour is confused.

build_description_listbox() from defaults.inc is particularly confused.

The current code grabs the list of descriptions from the *existing* allocations... this is a bit of a problem if there are none, not to mention
that there is no way to add a new one.

This needs to be rethought, lots. Allocations should be attached to
something, either a project, or maybe a task_group (although, I'm not
sure I've seen a way to group tasks yet), or maybe even down
to the task level.

This should be done via id, rather than text field, as currently...
