[ppa-lang] phpPgAdmin 3.1 beta 1 released

Hi everyone,

The new beta of 3.1 is out:

We need the translators to update their translations before we put out a rc
release.

Could everyone else please download the beta and test it as much as
possible.

Areas to concentrate testing on:

- PostgreSQL 7.0 and 7.1 support of all new features
- Find feature
- SQL editor pop-up window
- Download results feature (new XML and XHTML formats, etc)
- Operator listing
