Summary: move config vars into a PostGres table

Initial Comment:
There's a lot of variables in the config.php file. 

As long as we're administering a database, can't some 
(most) of this information be moved to a php-pgadmin-
table in the database? (or mayhaps in a php-pgadmin-
database in PostGres??) 

Then we'd be able to config phpPGadmin using 
phpPGadmin.

(note: i realize that you can't do this with all vars, 
but a lot more in the db would be nice)

Placing the config vars in another db/table just increases load 
times (loading from a php file directly is *much* faster) and 
adds that much more data into the db.  It's ineffective, slows 
down load times, and increases server load.

Not only that, but it's a junk table.  You'd have one row in a 
table with a few dozen columns - it's just a waste.
