[ppa-lang] Portuguese brazilian file updated

Hi there,

As I'm not pretty familiar with github, i would like to know if i can send you the new brazilian portuguese language translation file (in attach), or if someone can help me on git. I have just created my account in there, but cannot commit code at the phppgadmin project (of course).

The translation is done, and the 'langcheck' utitilty points all ok.
