I was looking at the interfaces of the two programs and they are very similar, are they maintained by the same staff, or are there staff members who work on both?

phpPgAdmin was originally a port of phpMyAdmin, which was itself based on MySQL-Webadmin IIRC.  The two programs are incompatible due to a number of database specfic items that have been coded into both projects. AFAIK no one works on both projects, though several of use have used (or still use) the phpMyAdmin program.  We're hoping to help close that gap somewhat with our next generation software known as webdb, which uses adodb to support multiple databases. If your interested, webdb can be checked out from our cvs tree.
