#459 configs under /usr/share/phpPgAdmin/conf must be symlinks to /etc/phpPgAdmin
/etc/phpPgAdmin configs are included in RPM, marked as config but can't be used without breaking the RPM verification.
Note that EPEL versions for RHEL 6 and 7 are fine.
