#175 swap 2 lines in ADODB_base.php

The file classes/database/ADODB_base.php has one
function with 2 lines in the wrong order.

On line 21, a property of an object is set.
On line 22 the object is created.

This looks much like an error to me, my phpPgAdmin did'n
work until I switched those lines' places

    Hi, thanks for seeing that one. However, phpPgAdmin has
    worked for hundreds of people so far with that line in there -
    what version of PHP are you running and on what platform?

    Hey, sorry for the incomplete information. I don't know what I
    was thinking... :D

    Well, I was running the software on my testserver, and that
    would probably explain a lot, since it's running Linux From
    Scratch (CVS), PostgreSQL 7.3.4, Apache 2.0.47 and PHP
    5.0.0b1, the latter probably the cause of this error to occur.
    Nonetheless, I still think those two lines were in the wrong
    order. =)

    I've actually fixed it now in CVS. You can actually just delete
    the first line I think. (Line 21?)
