I need to translate the English language file- en.inc - into another language (Russian, in the given case).

For some reason, Russian encoding is not recognized every single time I upload the file back to the server.

Would you be so kind to tell me what software should I use or any other tactics, which would help the Russian encoding remain?

From your experience, how did you translate the chat into another languages? Did you use any specific program in order for the encoding to be preserved?
