Hi, I would like to make a translation.

Dear PHPOpenChat group,

I am a user from Taiwan, for my persoanl usage, I would like to make a translation of PHPOpenChat to traditional Chinese language. If you feel it is worth to be adopted, I sincerely provide the part that I have done.

  it would be nice, if you support the POC project by providing us a traditional Chinese translation.
  The POC version 3.0.0 got a feature freeze, so there will be no changes within the language files.
