phpopenchat and windows XP?

Can someone please tell me if phpopenchat is compatible with windows XP, and which version is good to use? I have tried version 2.3.4 to no avail. It took me FOREVER to get everything setup and the dang installation.php page still doesn't do anything after I put in my username and password. I hit the submit button and it juts reloads the page.

  Okay well I got php 3.0.0 to work. got it off the sourceforge site.
