1st 10 links in article not operating

when I post an article with web links in it the links are not working on the first 10 links in the article after the first 10 links the urls are fine.

I think the redir.php3 file is not working correctly

here is what I get as a url
http://e-smith.made-to-order.net/redirect.php3?op=redir&sid=1&url=%22http%3A%2F%2Fusers3.50megs.com%2Fdanb35%2Fdownload%2FMySQL-3.22.32-1.i386.rpm%22
instead of
http://users3.50megs.com/danb35/download/MySQL-3.22.32-1.i386.rpm

yeah, same as me.

but if you remove quotation marks "" it works. 

sample: <a href=http://www.cnn.com>CNN</a> should work.
