#1 What is the main/index file?

The instructions say to "Go to tourneyadmin.php, good
luck figuring out how it works..."
Should I load tourneyadmin.php in my browser? or open
it in a text editor?
I understand you are not really maintaining this
project anymore, I would be interested in helping out,
I just want to see what the existing system looks like
and can't get it installed :(....
