#32 add a UBB code parser

I'm using phpMyEdit to allow intranet users to edit
their own profiles.

Many of them are not familiar with HTML tags: it would
be nice to have a UBB code parser implemented in
phpMyEdit, so that a user - willing to make a part of
the text an hyperlink (or bold, or italics or an email
link) - just needs to write something like:

Why don't you visit my site: [url]www.mysite.org[/url]
