Is it possible to add javascript to the chat login and actual rooms? I wouldn't mind adding these effects (selected by users).

Of course you can add javascript effects, although I tried with Chrome those demos and don't seem to be cross-compatible...
But yes, you can add them to any page/frame, just need to edit the right files.
