Try this "/public_html/phpmychat/" as your FTP root path (relative). Also try with your IP.
You can go for the db setup directly here: http://www.pembicia.com/phpmychat/install/install.php?p=3 and make the chmod things manually, as described in the manual instructions. (the setup is also cleaning up the deprecated files/folders in case you upgrade an older version)

It is related to the ftp data you provided. Note that the default values you see on the first values, are only correct for Linux/Appache servers. All the other servers have different configurations that I couldn't identify them all yet.
If you cannot provide the data exacly as you use them in your ftp manager (i'm talking about server, which sometimes is an ip, and home directory, which sometimes is something like "usr/var/home... blablabla"), then you might want to go for the manual install, which is easy enough if manual installation/Manual Instructions.txt followed as it should.
If you succed to connect to your ftp server, please let me know (privately at my email address) what the correct server/link was, so I can add it to the setup handler for the other further users.
