setup.php3 generates "internal server error" when I
run it in my web site.

I looked on my site's error logs and I saw the
message: "malformed header from script. Bad header=No
recipient addresses found ...."

this is tested for 0.14.5 and 0.14.4, for FreeBSD, and
Linux, using php 4.0.0, 4.0.3 and 4.0.6
