Implements a new configuration parameter,
MYSQL_CLIENT_SSL, that controls whether connections to
mysql servers use SSL or not. Only implemented in
older mysql library as that's what I use. A similar
patch could easily be made for the newer mysqli
library, but I can't test it, so it isn't included.

    adding MYSQL_CLIENT_SSL (2048) to the flags if not enough :(

    prior to calling ...connect you have to call mysqli_ssl_set()
    providing a proper key, ca ....
    otherwise you'll get : # 2026 SSL connection error

    you can check for an correctly established ssl connection by querying:
    show status like 'ssl_cipher'
    (an empty value means no ssl connection)
