When a user makes changes to a page, such as beginning to enter an SQL query, the page locks so that the user is prompted when they navigate away from the page. To indicate this, a lock icon appears in the upper-right corner. I think we should provide a tool-tip when hovering over this so that users know what the lock icon is for.
I propose "Indicates that you have made changes to this page; you will be prompted for confirmation before abandoning changes"
Any thoughts about this?

Yes, the Idea is fantastic. Because otherwise, user may relate the lock icon to any other unrelated thing.
Anyways, I am working on it. Will be submitting a Pull Request soon.
Do you suggest any new line formatting in the tooltip ? or just a continous line is fine ?
