As brought up in this post, it seems "Columns escaped with" is a required field during CSV import. We should allow the user to leave this field blank if they desire.

An additional comment by Marc:

Avoiding the handling of $cfg['Import']['csv_escaped'] would require a
change of logic in libraries/plugins/import/ImportCsv.class.php.
