#1399 (ok 4.0.0-beta2) No hard-coded icons in css files

There are a whole bunch of image urls that are hard-coded into the css files (there are at least 7 icons in main.php alone).
These cause extra http requests with the page load, which are by the way completely pointless since at that point we would have already loaded the sprites.
So if we can replace such ways of displaying icons with calls to PMA_Util::getImage() somewhere on the server side, we can speed up loading times on several pages by not loading redundant icons.

Attached is a network graph showing the unnecessary http requests.
