Yes, this bug is reproducible in both chrome 39 as well as firefox 36 . But it is not happening in all the tabs of the phpmyadmin page.
For example, it does not make page scrollable in SQL, status and replication tabs.
While in some others, the page is itself scrollable,so this adds vertical space to scroll bar.

I was not talking about adding space to scroll bar (increasing the height of the page). It is a desired behavior.
What I was referring to is, when the console is opened, it scrolls down the page by some amount (not just scroll bar). To make it more clear, if you keep opening and closing the console, you will reach the end of the page.

Thank you nisarg for your reply. I misunderstood the bug previously. But after your reply ,i started working in that bug , but it has and might take some more time, as i am a novice to pma. Should i continue trying to solve it or should i quit,as the bug is assigned to madhura jayaratne?

Finally i have found a solution to the problem a day ago. But i was unable to push my commits to branch qa_4_3. So i have pushed them on my branch tapan-branch and have initiated a pull request. Please evaluate the same and inform me if any more refinement is required or not.

improvements, as well as codebase refactoring, as I only know these two
concepts( UI and OOP) .So I am a little confused about where to focus my
