#4309 Cannot create/edit events and procedures

phpMyAdmin is printing message like 'You do not have the necessary privileges to create an event'. Permissions/privileges are, of course, correct.

    1.) Login to phpmyadmin with user without SUPER privilege.
    2.) Open a database where you have ALL PRIVILEGES.
    3.) Click on Routines button.

    Message 'You do not have the necessary privileges to create a routine' is displayed and you are not allowed to create a routine/event/procedure even if server itself is allowing it.

    I can confirm that this is happening on a cPanel server running cPanel '11.42.0.23', CentOS 'CentOS release 6.5 (Final)' with PHPMyAdmin 4.1.8

    You can get around this issue by using the left hand panel and creating and editing stored procedures using the expandable/drop down menu.

    The MySQL user has full rights to the databases:

    mysql> show grants for 'REDACTED'@'localhost';
