I tried Designer to set relations between my tables using Firefox 11.0, IE 9 and Chrome 18 (all latest versions) and couldn't accomplish anything.
The Create Relation button is clickable in all browsers and it allows you to select your Reference and Foreign Keys but when it asks Create Relation? and I hit OK, sometimes nothing happens, other times a small window pops up with blank content and in Firefox the URL is similar to this (about:blank is shown in the URL in IE): http://127.0.0.1/phpmyadmin/pmd_general.php?db=cylbs&server=1&token=ac75cafb185fd979bd16162c551d3288

I check the tables and no relation has been set whatsoever.

I hope that this is a known bug as I have a project to finish and I am unable due to this.

Thank you so much I hope you can help.

I confirm that there is (at least) a problem with the reporting of an error while creating a relation between two InnoDB tables. Working on it.

Meanwhile, go to Structure for your referencing table and click "Relation view"; in this panel you'll be able to define your relation or at least, see an explanation (most likely, a missing index or existing data blocking the relation creation).

This bug was fixed in repository and will be part of a future release; thanks for reporting.
