I don't like the text besides the icon, it wastes space. The More dropdown has actions like Primary, Unique, Index, etc. I assume this is Add Primary? This should be clarified.
About the text, it was decided that this is better for usability. If you don't like it, you can disable this behavior.

I did not say that.... but the mailing list has more subscribers, especially the GSoC 2010 students, so we should get more feedback on the list.

Isn't that why tooltips exist?
The test group had tooltips but it was not enough.
Why not? Normal toolbars and PMA have worked liked that for ages.

We are trying to help the majority of users; the test group + some developers of the team are currently thinking that this new setting being the default will be better, taking into account the kind of icons we have in phpMyAdmin.
A seasoned user like yourself will prefer just icons and will change his setting accordingly (and with phpMyAdmin configuration storage, this can be done without touching config.inc.php).
