#3148 (ok 3.4.0-beta4) Synchronize not working with empty tables

When attempting to synchronize a source database with empty tables and a target database with no tables, The synchronizer correctly identifies that new tables need to be created and attempts to create them, only it does not synchronize them.

My system details are:
phpMyAdmin3.4 and phpMyAdmin3.3 -- Tested on both
Ubuntu 10.04
Chromium Browser 7.0.517.44
MySQL Ver 14.14 Distrib 5.1.41, for debian-linux-gnu (x86_64) using readline 6.1

    I tried with 3.4.0-beta4. Using either "Synchronize databases" or clicking the green S then "Apply selected changes", the source tables are created in the target db.
