A shot in the dark - 

The '-d' sets the CVS_root_directory.  I haven't tried WinCVS in a long 
time so don't have much advice here except try putting 
":pserver:ano...@cv...:/cvsroot/phplib" in 
"General", "Enter the CVSROOT".

Works from the commandline, so looks to be your WinCVS setup.
