In fact it is an excess defense, because  maintaining the promise of 'use cookies if enabled ' (and ignore anything in url ) would suffice.  Would render justice to those that have better  propagation available, and leave the lower 'get' mode to only those that do not support cookie.
That would be better justice, a promise maintained, and still not impose 'cookie-only' mode.
