should we use ZE2/PHP 4.3 as an excuse to finally get rid of all php3
legacy code, fix all known problems, review all the code, etc?

Basically, I am suggesting make phplib 8.0 require PHP 4.3.0.
then put phplib 7.4 in maintenance mode.
