What problems are you seeing and with which browsers?
And which version of PHP are you running?

I have seen conflicting reports of Explorer's requirements of the
Cache-Control header. Apparently newer versions require it to be a
comma-separated list of arguments. Older versions require a separate
Cache-Control header per argument.
