The patch doesn't change using the template code that way.  It adds
a simple internal boolean that toggles IF/ELSE/ENDIF support on/off.
If you don't like it, just set the flag to 0.  If you do like it and
believe your local design staff can handle that, then set it to !0.

Err, then set the $use_preproc flag to 0.
