Summary: phplib db access for jpcache2

Initial Comment:
jpcache2 provides for different storage types to be
plugged in.  This file - phplib.php interfaces the
phplib db access methods to jpcache.  This should
provide db abstraction to jpcache.

This is an initial test to get feedback.  It has only
been tested with mysql.
