#4 Cannot upload files (upload button is inactive)

Nico,

I appreciate all that you are doing for us. It appears that
most of the website is functioning well enough. But one
feature that we are really wishing would work is
the 'Upload File' feature.

Can you have a look and see if you have any advice on
how to fix the problem?

Select any database where you should be able to
upload a file. The [Browse] button should be active, and
should work fine, but the [Upload File] button is inactive.
