#283 possible to disable all tools menu for user

Hello,
I'm giving read only access to a user, but I don't want them to have access to devices, locations, etc..
The subnet limitations works perfectly, but I need to remove the widgets (which I can do in the widget section) and remove the all tools menu along the top.
Is this possible?
