#435 Auto-Enable 2FA for new users

Current Situation
If you create a new user you have always to manually activate 2FA for this new account even if 2FA is enabled in the settings menu.

Feature Request
Suggestion 1: An option in the "Create user" dialog where you can activate/deactivate 2FA for this new account or...

Suggestion 2: An option "Auto-Enable 2FA for new accounts" in the 2FA settings menu
