#371 Extend "Send email notification" to network and subnet level

To coordinate and cooperate over several countries selected partners have to be informed about changes in a central managed IP structure.
It would be very helpful to send an email notification after a new network or subnet independent from the layer has been created.
The people who should be informed are using the IP ranges without having administration rights or any intention to use this tool.
In one of our examples the requestor is not interested at all on single IPs within a range.
