At present I do not believe there is a way for an Administrative Team to be notified when an IP Request has been submitted by a user.
There is an email field for the IP Requestor to input their email, which in turns provides them a summary of the IP information requested. But as a Network Administrator I wouldn't know about the request unless I logged in and saw the IP request icon - or found out the request via another means.
Is it possible to have a way for a notification email to be sent notifying that a IP request was submitted?

Don't know what version you are using, but this feature is already implemented. Tested on 1.1 rev010. Please check that "Mail State changes" is set to "yes" for user that should receive notification

I think the sendIPResultEmail function should include the logic for
mailNotify == Yes
or
mailChangelog == Yes
