#197 A third role for the user, not a system admin, with only "IP related management" rights

We have here the network team that is responsible for maintaining the networks/vlan/subnets etc.

The only way to give the guys the rights are, to give them admin rights... some times settings are changed... :(

It will be good to have a third role ("IP-Administrator" (Darth Maul Icon?)), where can manage only the "IP related management" section things! :)

Please add it!
