When marking IP ranges as type "DHCP", this counts as in use which skews reporting. If it were to not count against the utlitization of the subnet that would be better. Only count as utilized if IP is pingable.

While I agree it skews reporting, we should consider the criteria for counting carefully. There are often valid hosts that aren't pingable which should still count.
