#420 Require unique vlan accross domains broken

Hi,

Require unique vlan accross domains setting is broken. If I try to set it for existing VLAN, I get an error, that this vlan already exists (but it is the one and only L2 domanin, where is exists). If I add new vlan with this setting set ON, I end up with VLAN without this setting and again, if I try to set it ON, I get the same error above.
