#409 German Umlaut handling not correct

It seems that german "Umlaute" are not handled proper: when editing for example a VLAN, the Umlaute are displayed correct in the edit form (see screenshot no 2). But in VLAN detail view of phpIPam (screenshot no. 1) they are displayed as cryptical characters.

In list view (https://phpipam.test.local/tools/vlan/) it is displayed correct (see screenshot no. 3)

Similiar problem with Umlaute when updating from phpIPam 1.1 to 1.2 in the dashboard view, see screenshot no. 4

@edit: no, the same problem seems to exist in 1.1 too: in the dashboard are german and english texts mixed... Some german "Umlaute" are transcribed to "ae" or "ue" (instead of "ä" and "ü"), so the problem is not visible. There seems to be a general problem with localization and Umlaute...
