#7 "Resize Image To" - never scale up

The "Resize Image To" config option allows you to set a
fixed width for images. This is very handy, but I
noticed if there's any images in my archive SMALLER
than 800 it scales the images up, which is undesirable.
(I'm ugly enough without all the pixellation)

It would be nice if either:

1. Smaller images are NEVER scaled up, or
2. It's configurable whether to scale smaller images up
