[PHPiCalendar-DEV] rss.php updated

The rss.php still needs to be cleansed of some of the weird things I 
added, but in the meantime, I fixed a really stupid bug I introduced - 
the previous version didn't handle data ranges that crossed into the 
new year properly.  I also did a kludge to handle "&" symbols causing 
nonvalidation of the feed.
