[PHPiCalendar-DEV] Time zones

Can someone tell me why my time-zone is always 12 hours off?  I live in 
MN and have US/Central as my default time-zone.  My web host is in 
someplace like hong kong.  Is it their issue?  Is it me?  I could use 
some help.
