[PHPiCalendar-DEV] cookie support

Ive gotten 4 of 5 cookies working on the preferences page. I'd like to 
test the code on a bunch of installs (pre 4.1.0 too) and make sure I've 
gotten all the kinks out. The only setting that doesn't work is 
'$week_start_day' which I'll need some help from Jared on.
