There isn't any reason these cannot be three tiered.

cookie takes precedence over config and lang file
config takes precedence over lang file
if neither, lang file is used

I don't see why this wouldn't solve all problems. User selects a 
language to view in, it falls to the start day in the file, but if they 
still want they can change it with their cookie. The admin can set what 
they want in the config if they want to override our defaults.
