  Being 4 years since the last update, I would say it IS on hold.
  
  Can we expect any new updates anytime soon, or should I assume that development has ceased and the project stands as is?
  
  I would like to get the very latest code that you may have, I am currently working on porting your single-file/file-based script to multi-file/database driven code.
