There appears to be a syntax error
in includes/functions_import.php

I've fixed it in my copy...
diff badversion fixedversion.php

< $sql = 'INSERT INTO
'.$TBLPREFIX.'places (p_id, p_place, p_level,
p_parent_id, p_file) VALUES('.$p_id.',
"'.$DBCONN->escapeSimple($place).'", '.$level.',
'.$parent_id.',
'.$DBCONN->escapeSimple($GEDCOMS[$FILE]["id"]).')';

> $sql = 'INSERT INTO

p_parent_id, p_file) VALUES('.$p_id.',
\''.$DBCONN->escapeSimple($place).'\', '.$level.',
'.$parent_id.',
