Not quite as I understand it.

This is the easy part. Tag like this in your GEDCOM file:
DATE @#DJULIAN@ 19 OCT 1663

With the new style calendar (Gregorian) the new year started on Jan 1st,
but before (Julian) it wasn't necessarily March 25th. Depending on
when and where, there had been different kinds of new year, like Jan
1st, Mar 25th, Dec 25th, Eastern and others.
So, the @#DJULIAN@ tag just makes PhpGedView calculate the proper _day_,
but you would have to adjust the year manually if it didn't start on Jan
1st. AFAIK.
