I load my GEDCOMs into LifeLines (runs under Unix, Linux, and Windows).  It
uses the GEDCOMs as its database.  If I read in a second GEDCOM, the people are
all assigned new ID nos. so as not to collide with the current GEDCOM.

I am sure that phpgedview could do the same!
