Can't help much with the picture problem, as I use another program. But you might want to make sure that your media directory and files within are all chmod to 777. I think that might fix your picture problem. As for your config.php problem. I've never heard of making a file read-only, and then tranfering it to another system. You need to change it on the system that PGV resides. Couple ways of doing that, most FTP programs will allow you to chmod a file, depending on the host your using, almost all have some kind of file manger that will allow you to change your file permissions. If your using cpanel, the capability is there.
